One of Alassane Ouattara's first acts after taking power in Cote d'Ivoire in April was to declare free health care until the end of May in order to help his country's population to recover from the months of bloody conflict with his predecessor Laurent Gbagbo. That was possible partly as a result of emergency supplies of medicines and medical support provided by aid agencies.
